make waves 興風作浪
興風作浪，漢語成語，字面意思是raise winds and waves，比喻煽動情緒，挑起事端，可以翻譯為incite trouble and create confusion；stir up trouble [disorder]。也可用英文俚語make waves表示，有to cause trouble or controversy1, especially that which affects the course of a situation的意思。
